The District has initiated some programs to accommodate the special needs of its customers. They include a New Lawn Watering Program, a Swimming Pool Fill Program and a Bulk Water Program.


The District offers a New Lawn Watering Program to provide a temporary reduction of the sanitary sewer service charge to District residential customers who are using above normal amounts of water to establish a newly sodded or seeded lawn. The reduction includes the abatement of the monthly sanitary sewer charges in excess of the monthly minimum charge.

The District offers a Swimming Pool Fill Program to provide for the sale of water to District residential customers who are filling a swimming pool without incurring the associated sanitary sewer service charges on their water usage.

There are two (2) options for purchasing water for the purpose of filling a residential swimming pool:

  • The customer may contact a bulk water hauler from a list of suppliers approved by the District. Please contact our office (740-927-0410) for a current list of approved bulk water haulers.

  • The customer may make application to the District to utilize a District Pool Fill Meter which they will connect to their exterior faucet to measure the amount of water used to fill their pool. The customer will be billed for this water consumption with their household consumption, but without the associated sanitary sewer charge.  Meters are available for use ONE time per service address per season.  These meters are not for routine use for purposes of "topping off" your pool water level.

The District offers a Bulk Water Program to provide for the sale of treated water for commercial use, including, but not limited to, residential and commercial building construction activities, utility construction activities and consumption by commercial and residential consumers that currently do not have an adequate potable water source.

There are two (2) options for purchasing bulk water from the District:

  • Short Term: This option establishes an infrequent-use relationship with a contractor, business or resident in which the consumption of water warrants the District to loan a combination water meter and backflow prevention device for a period of up to three (3) consecutive business days.

  • Long Term: This option establishes a continual-use relationship which warrants the District to loan a combination water meter and backflow prevention device for a period in excess of three (3) consecutive business days.

Each bulk water customer is required to submit a refundable deposit at the time of application and prior to receipt of the combination water meter and backflow prevention device. A list of District approved bulk water access locations will be provided at the time of application in an attempt to protect the centralized water system and avoid traffic congestion and hazards.

Customers who participate in the Bulk Water Program are charged at the District's current bulk water rate based on the actual meter readings and, for Long Term Plan participants, on the usage reflected on the Consumption Log, both of which must be submitted to the District for review on the second Monday of each month. A monthly invoice will be mailed and payment for bulk water consumption must be made in compliance with the billing cycle as established by the District.

The District reserves the right to issue violation notifications and implement penalties and fines in the event that unauthorized activities occur, including, but not limited to, theft of water and/or equipment, nonconformance to policy requirements, and any other activities deemed unauthorized by the District.
